Join us for a very important Parent Information Meeting Thursday August 19, 2010 at 6:00 p.m. on the Oxford Campus.

Important topics for our Parent Meeting will include:

Elections of our Convocation (School SITE Council), Honor Society (PFA), and ELAC.
A light preview tasting of our nutritious and delicious school lunches!
An overview of our grading policy.

Candidates will present thirty second speeches preceding ballot casting on Thursday night. In an effort to give our parents a greater opportunity to learn about the a few of the wonderful parents wishing to contribute to our leadership teams, the following statements have been provided:

Scott Boskovich

My name is Scott Boskovich, and I am the proud parent of two students that will have the opportunity to attend OPA this next year, and I am running to become a member of the Convocation Committee at OPA. My youngest will be starting 1st grade and my oldest will be starting 3rd grade. I firmly believe that participation with your children's education and activities is vital to helping them become the best that they can. As such, I have been a Cub Scout Leader in Pack 393 for a couple of years now, a Soccer Coach in AYSO 779 for several years, and a Baseball Coach in Chino Hills Little League, also, for several years now. I also have the opportunity to give back to the community by participating in the Chino Hills Little League Board of Directors as a Vice President of the AAA/Majors Division. In each of these capacities I am able to provide directions and support to kids to help them achieve the best they can do.

I firmly believe that the OPA philosophy and the learning environment that has been discussed thus far is a great opportunity for all of the students that will be attending. Professionally, I am Senior Researcher and Engineer in Robotics and Embedded Software Design for a major technology company as well as a Professor at Cal Poly Pomona.
As a Professor of Robotics and Design in the Electrical Engineering Dept. I have the opportunity to recognize the skills that are necessary to allow my own two kids to succeed, and I continually instill in them. By being my a member of the Convocation Committee, I would like to offer my experience by working with the students and the school to help in providing with the directions that will help everyone to succeed to their maximum potential. I also want to help make the school, Oxford Preparatory Academy, synonymous with excellence in Academics, Technology, Arts, and Sports, while achieving optimal balance.

I would like to thank you for your consideration for this position.

Patti Blake

My name is Patti Blake and I am running for OPA’s Convoction Council. I received my B.A. In Liberal Studies from CSULA in 1993 and I am a teacher with 13 years experience in elementary education. My years of experience have been mostly in the private school sector, but also in public. My youngest daughter will be attending OPA for 6-8^th grade and I have 2 students at Ontario Christian High School. Two years ago, I had the privilege of attending two weeks of training with Sue Roche in her Multiple Intelligence way of teaching. I instantly was on board with it and had great success immediately.

I have been involved in volunteering in many different aspects of my children’s extracurricular endeavors from team mom, room mom, mentor mom with MOPS, School Site Council at Wickman Elementary (3 years), Picture mom, VBS crafts coordinator for 500+ children, Sunday School teacher, Girl Scout leader, and more. Over the last few years, I have educated myself about nutrition and am interested in helping children learn a healthy exciting alternative way of eating. I am excited to be involved at OPA and am hoping that I am chosen to serve on this council.

Lily Monreal

I am Lily Monreal and would like to fiil the position as Auditor for OPA. My experience in banking and mortgage finance should benefit the needs of the school. I have about 20 years experience in finance and feel that I could be a great asset for the OPA team.

Heather Heider

Heather grew up locally and attended all CVUSD grade schools. She, along with her husband, is a parent lead petitioner and founding member of OPA. Heather has a B.S. degree in physics with a mathematics emphasis and supervises a forensic laboratory for a large Orange County law enforcement agency. Her five year old daughter will be starting kindergarten this coming year. Her three year old son insists he is starting kindergarten as well this September, however will be attending in 2012. Heather is a huge proponent for OPA's mission and whole-heartedly feels the school will be a rich and diverse experience for all students. She is currently an active member in both the Technology and Secretarial Committees and very thankful to be a part of such a unique and worthwhile educational experience.

Jill Cufley

Hi OPA families, my name is Jill Cufley and I am running for recording secretary for the Honor Society. I have a son who will be in first grade at OPA and we are so excited to get started! I work as a nurse so I have many years' experience listening to people and writing down all the little (and big!) details discussed. I would love the opportunity to be involoved with the Honor Society so I can have an active role in helping to make OPA the best school in the Chino Valley! We have seen what can be done with all of the community and parental support in such a short time, imagine what we can do together throughout the entire school year. The possibilities are endless!

Esther Pewterbaugh

Hello my name is Esther Pewterbaugh and I am excited and proud to be running for the Honor Society. I hope I can count on your vote and that you would consider me for filling the position as your Corresponding Secretary. I am a mother of three awesome boys ages 6, 5, and 3. Currently I am serving in the hardest job ever...A STAY AT HOME MOM! I believe that as parents we serve as one of the strongest advocates for our children, and for all students at OPA. Once I saw there was an area in which I could use my talents to help, I eagerly signed up!
Currently I am involved in not only enriching the lives of my own children, but also the children in our community. I have been co-leading a Mommy and Me group since my six year old was six months old. I have served in the children's ministry, including Vacation Bible School, at the church we attend, and I have been a table leader for Mother's of Preschoolers, also known as MOPS.
Brining resources and opportunities to children has always been a passion for me. While I was a student at CSU, Fullerton, I belonged to student organization in which I planned and organized a Jr. High Leadership Conference. My desire was to encourage and plant seeds into the hearts of students to seek a higher education. My first career outside of college was with Disney GOALS, as the Education Coordinator. Students that went through my program were motivated to do better in school, and thus got to participate in the hockey program. As the Ed. Coordinator, it was my job to find resources to expose students to a wide range of opportunities and educational experiences. From there I moved on to coordinate another educational program called the "Each One, Reach Two Mentor Program." I matched two students per one mentor, a total of 200 mentees and 100 mentors, planned and organized activities for the program, and worked with the parents as well.
Through these different experiences I've had to do a lot of recruiting, networking, and corresponding with various letters and forms. I feel that my passion as an advocate for all children and education will make a difference at this school. The Honor Society will provide leadership opportunities for everyone and I will be honored to bring my experience to the table to make this happen!

Aileen Collins

I am interested in volunteering for the Corresponding Secretary. I'm sorry I cannot attend the meeting this Thursday. I don't really have a lot to say about myself on this position except that I am good in follow up phone calls, and reminding people events and things. I will also volunteer for miscellaneous events whenever I can. I mostly want to support OPA in whatever way I can, aside from the required hours.

I'm sure I will be helping around campus as the year progresses also.

I have submitted my name for the OPA Convocation as a parent representative for a special education student.I have 3 children. My son will be a sophmore at Chino Hills HS. I will have 2 daughters and a niece attending OPA. This will be my first time on a school site council.I am have a BS degree in Biology with an emphasis in Cell and Molecular Biology from SDSU.I am a Senior Cinical Research Associate working on Pharmaceuticals studies for drugs not yet approved by FDA.I am new to Chino and am looking forward to a great first year.

Tracy Lindsey Melchior

My name is Tracy Lindsey Melchior. I have a 9yr old who is entering the 4th grade and a 10mo. old. When my oldest son was identified GATE I began researching what that meant. I quickly learned it is so much more than just a proficiency in learning. These kids have a unique perspective which can be helpful in some areas and present challenges for them in others. I think there are a lot of misconceptions that GATE kids are simply accelerated learners. I joined the GATE committee at so I could participate and be an advocate for these unique kids. At Oak Ridge where he attended I was nominated as the District Rep for our school. I have also served on the School Site Council where I was nominated Secretary. I am very excited to serve at a school with less bureaucracy where we really have the ability to make a difference for these kids.

Brian Heider

Brian Heider is a medically retired Orange County police detective who worked gang, narcotic, child abuse and homicide investigations. Brian is currently the President of Oracle Investigations Group, Inc., a professional investigation agency, and is also a licensed real estate broker. Brian earned his Bachelor of Arts degree in Sociology and Law and Society from the University of California at Riverside. Brian was previously the Head Water Polo & Swim Coach at his alma mater (Chino High School) and taught in the Chino High School Social Science Department. Brian is a Lead Petitioner and Founding Member of Oxford Preparatory Academy and has been consistently active during the charter approval process. Some of Brian’s responsibilities have included short & long-term facility planning, school site security planning and implementation, character development curriculum research and school lunch service research. Brian’s experience as an educator, coach, law enforcement official and parent makes him a perfect fit for one of the elected parent positions on OPA’s Convocation and looks forward to continuing his service to the students, staff and parents of OPA.

Julian Ervin

I received my bachelors degree from Willamette University in Salem, OR in 1998 and my Masters in Education from Idaho State University in 2000. While attending Willamette, I held several leadership positions including, President of the Black Students Organization; President is Sigma Alpha Epsilon fraternity; and undergraduate assistant for the Dean of Students. At Idaho State, I was fortunate enough to be accepted as a graduate assistant in the Sports Science department, where I taught fitness, wellness, and physiology classes for undergraduate students.

I am currently a store manager for Target and also hold the position of community relations manager for 17 stores in LA and San Bernardino counties. I have organized and set up media coverage for community events attended by over 300 target team members. I also recently promoted targets community involvement on a local radio show.

In addition, I sit on the board of directors for the Canyon Hills Little League where I help promote and coordinate the fall and spring baseball seasons.

As a former educator and athlete, I am most comfortable in front of large groups and high energy situations. Which is why I believe the VP of public relations would be a good fit for me. I would love nothing more than to spread the word about the great things OPA is doing for our children and our community...and with one child entering Kindergarten and one entering 1st grade, I'd love to do it for a long time!

Hello, my name is Melissa Perry. I am excited to have an opportunity to run for the office of Vice-President of Fundraising for Oxford Preparatory Academy. I am currently the Fundraising and Travel Coordinator for the Chino Hills High School Marching Band and Color Guard as well as a member of the Music Department's executive board. I have over four years experience working with the Chips for Kids Program through my employer, the California Highway Patrol. I also served two years as the membership Vice-President for the PTA at Chaparral Elementary. I will bring many unique and exciting fundraising opportunities to benefit our children and our school. I feel that fundraising should be an enjoyable experience for both the students and parents. I will strive to provide the most user friendly fundraising opportunities for our students and our school. Adriana Provens

My name is Adriana Provens, my daughter Julia will be starting 5th grade at Oxford Preparatory Academy, and my son Jon is in a waiting list trying to attend 7th grade. I have been involved in education since 1994, working as a School Community Liaison, a Preschool Teacher, and a Child Development Teacher. I am currently working for Pomona Unified School District as a Child Development Teacher, providing services to parents and children from pregnancy to age three. All pieces are to be purchased from Vicki Marsha to ensure consistency in style, durability, dye lots, and the very essence of a uniform.

Shoes must be closed-toed and coordinated with the school uniform.

University shirts will be sold through the school and will be known once their classrooms have been designated (USC, Harvard, Stanford, for example).

Letterman Sweaters will be required uniform wear by November 1. They will replace paper certificates for awards and recognition ceremonies. Students can earn pins and patches for academics, sports, and extra-curricular achievements. The year on the sleeve is the year the student promotes out of Oxford.
Independent Study students are required to purchase one Monday Formal uniform. Should they desire any optional pieces (polos, skorts, pants or shorts (for boys) they may do so. One set of Monday formal attire is required for every Oxford Student.

Vicki Marsha Uniforms will make EVERY effort to deliver our uniforms before the beginning of school. We have six more order dates in Chino, all of which occur after the July 15 date indicated on the standardized receipt. VMU anticipates delivery in time for our September 7 school opening, and will keep in close touch with our school office.

CHINO - Teachers Chris Jackson and Bill Fritz are excited about the freedom they will have to create their own music program at Oxford Preparatory Academy.

The former San Bernardino County public school teachers are among dozens of teachers recently hired at Oxford Prep. The charter school is set to open Sept. 7 at the site of the former El Rancho Elementary School.

"We're getting the freedom to create our own programs, which is going to allow us to be more positive and excited and promote that excitement and energy in the students," Jackson said.

"I'm coming from a school that was very boxed in by the district and the administration. Now, I don't have to follow the same curriculum as everybody else. I can do my

own thing."

Charter schools are elementary or secondary schools that receive public funds, but don't have to follow rules, regulations and statutes that apply to other public schools.

About 1.65 million students are attending about 5,000 charter schools in the United States. In the past year, about 450 charter schools have opened, said Nelson Smith, president and chief executive of the National Alliance for Public Charter Schools.

Charter schools are increasing in popularity because they offer greater power for site administrators over the operation of programs, new and innovative teaching practices as well as a performance system through competition, said Steven Holguin, senior manager of school development with the California Charter Schools Association.

Oxford Prep, which will be under the direction of Sue Roche and Jason Watts, may be the largest independent charter school in California. When its doors open in September, Oxford Prep will enroll about 850 students and about 100 independent study students, according to the California Charter Schools Association.

"When teachers at district schools have new ideas, it's often difficult to have them implemented because of the scale and size of the district," Holguin said. "In the smaller environment of a charter school, decisions made at the site ... can be more quickly enacted."

The creation of Oxford Prep followed increasing frustration from Rhodes Elementary School parents, teachers and administrators. In 2009, they successfully petitioned for an independent charter school due to a desire for more freedom and autonomy from the Chino Valley Unified School District.

In a petition to Chino Valley Unified officials, the supporters of a charter school cited several reasons for the move. They included the need for more school community autonomy over program decision-making, an interest in protecting teachers from layoffs and allowing students to consistently follow a set of programs into their middle school years.

Roche and Watts, who were administrators at Rhodes Elementary, said they had grown frustrated about funding for equipment being denied by Chino Valley Unified.

There was also concern that Rhodes Elementary could lose valuable teachers due to a declining district budget, Watts said.

Roche said she is excited to have more decision-making power when it comes to hiring teachers and acquiring resources.

"I think charters are really the next big innovative way to educate kids because I think it gives people an opportunity to really plan the education for their children and make it more centered for the community," said Roche, who will serve as executive director for the Oxford Prep.

"The parents get to help decide how they educate their children and what programs are there for the kids."

Watts said Oxford Prep is "site-based learning at its best.

"I think that, provided you have strong leadership and people willing to be innovative, you take that innovative thought process and not worry about the bureaucracy of system and implementing the kinds of things you want to do to make school fun, exciting, and rigorous at the same time for kids," said Watts, who will serve in a principal-like role of director of educational services.

Ontario resident Tina Kaiser, who starred as Tina Yothers in the 1980s NBC-TV sitcom "Family Ties," said she was excited about the possible opportunities at Oxford Prep. Kaiser said she enrolled her 4-year-old daughter at Oxford Prep after having been impressed with the school's proposed music program, which will involve all of the school's students.

"I was raised with music and I had a big passion in the arts in general," Kaiser said. "One of the things that drew me at the parent meeting for Oxford was how open the music program will be and how interested they are to teach music. My 4-year-old beats the drums at home and she's really excited about music."

Oxford Prep is located at the Oaks Avenue and C Street intersection. El Rancho Elementary was shuttered in 2009 due to Chino Valley Unified budget cuts.

"We now have the freedom to do what we feel is right musically," Fritz said. "We're not bound down by any restrictions. Sue's given us pretty much the greenlight to develop whatever we want to develop."

Oxford Prep rejects 'one size fits all'

CHINO - Jared McLeod said he is a product of multiple-intelligence-based learning.

For McLeod, the theory has paid off.

The recent Cal Poly Pomona liberal arts valedictorian attended Country Springs Elementary School in Chino Hills when it opened in 1994 under the direction of then-Principal Sue Roche.

Roche instituted a multiple-intelligence-based learning program at Country Springs Elementary.

Starting in September, McLeod, 22, will teach at Oxford Preparatory Academy, a new charter school where Roche will be executive director and where multiple intelligence-based learning will be implemented.

Harvard psychologist Howard Gardner created multiple intelligence learning in 1983. The theory suggests student learning is optimized when the material is taught using students' preferred way of learning new things, whether it be musically, physically, verbally, visually as well as other learning styles.

"Everyone has their own style of learning," McLeod said. "If we pigeon-hole kids into one style of learning, I think we eliminate the other different types of learning. With multiple intelligence learning, we encourage kids that they can be successful and that they will succeed."

Multiple intelligence supporters say students are gifted and able learners but learn subjects in different ways based on learning styles to which they are more suited.

For example, some students may be more mathematical while others

may be more artistically or physically inclined.

Teachers use a variety of methods to touch on each of a student's learning strengths.

For instance, children can learn math through a music lesson or geography though a playground blacktop embedded with facts.

McLeod described his learning strength as "bodily kinesthetic," which includes people who are adept at sports and learn best through physical movement.

He said he is excited about bringing his personal experience with multiple intelligence learning to a new group of students.

"Our philosophy is that every student has the ability to learn and no student is classified into different levels - all students can learn at a high level if we teach them what the correct methods are using their strengths through multiple intelligence learning," McLeod said.

Roche says the method isn't new and has been used by teachers in California and the United States.

Roche's approach is different because the theory will be implemented for the entire school.

Jackie Ernst, whose daughter will enter Oxford Prep in the fall, was enthusiastic about multiple-intelligence-based learning.

"The status quo for the entire nation is `one-size-fits-all' education," Ernst said.

At Oxford Preparatory Academy, we believe that all students are unique and gifted individuals. We are committed to working collaboratively to develop life-long learners in a safe and caring educational environment where students are challenged, scholarship is expected, and differences are valued.

Every teacher at Oxford Preparatory Academy will have the opportunity to complete their "Education for the Gifted and Talented" certificate, offered through the University of California Riverside, by the end of this first academic year.

The first class begins August 9, 2010 and runs daily through August 12th. This 3 unit class is the first to be offerred at OPA for enrollees, which includes a 15 credit program for completion.

We have currently 7 openings for the class for members of the public interested in attending. The course will run daily August 9, 10, 11, and 12, from 8:00 a.m. to 4:00 p.m. and will take place on the Oxford campus, located at 5862 C Street in Chino.

The cost of registration is $50 dollars for the certificate program. The fee for the class is $495 due prior to the first day of class via check or credit card, and payable to Oxford Preparatory Academy.

The openings will be granted to the first to call and enroll and make payment.

Elections for the OPA Convocation and Honor Society will take place August 19th, 2010. Please e-mail your name, phone number and position (see below) you are interested in running for to opachampions@gmail.com by August 1, 2010.

The OPA Convocation will be established to further the involvement of parents and guardians in their children’s educational program. This committee will be made up of 13 members with 6 elected parent positions :

Director of Educational Services, Director of Operations, four (4) teachers, one (1) non-certificated staff member, and six (6) parents (including one (1) from each of the following parent groups: English Language Learners, GATE, and Special Education).

The responsibilities of this committee include:

Developing, promoting, and evaluating educational initiatives;
Collaborating with stakeholders regarding school wide needs assessment;
Establishing and maintaining partnerships with the community and;

Regularly consulting with parents/guardians under the direction of the Director of Educational Services, regarding the school's educational program, as required by Education Code 47605.

The PFA known as the “The Honor Society” will be made of the following elected positions;

President-Presides at meetings, coordinates work of officers and committees, prepares agenda, etc.  

Executive Vice-President- Assists President, coordinates, volunteers, fills in for President when needed  

Vice-president of Fundraising –Coordinates fundraisers and oversees fundraising committees

 Vice-president of Development- Serves as spirit wear and ongoing fundraisers coordinator

 Vice-President of Public Relations- Coordinates service projects, oversees disaster preparedness program, coordinates all public relations  

Vice President of Finance & Operations- Chief Financial Officer, administers banking account, prepares tax returns  

Recording Secretary- Keeps records of meetings, presents minutes, maintains notebook for members  

Corresponding Secretary- Send thank you notes to volunteers, notifies members of upcoming meetings  

Auditor- Obtains financial books bi-annually for audit, presents report to the board, assists in tax returns

 Parliamentarian- Advises officers of by-laws and procedures, coordinates snack schedule, assists in vote tallying  

Historian- Preserves records of activities and achievements of school, coordinates photography

All pieces are to be purchased from Vicki Marsha to ensure consistency in style, durability, dye lots, and the very essence of a uniform.

Shoes must be closed-toed and coordinated with the school uniform.

University shirts will be sold through the school and will be known once their classrooms have been designated (USC, Harvard, Stanford, for example).

Letterman Sweaters will be required uniform wear by November 1. They will replace paper certificates for awards and recognition ceremonies. Students can earn pins and patches for academics, sports, and extra-curricular achievements. The year on the sleeve is the year the student promotes out of Oxford.
Independent Study students are required to purchase one Monday Formal uniform. Should they desire any optional pieces (polos, skorts, pants or shorts (for boys) they may do so. One set of Monday formal attire is required for every Oxford Student.

Making Uniforms Simple and Stress-Free

To make ordering even easier for families, a new uniform purchase sheet will be created and made available. The sheet will alleviate any confusion that may have been caused during the fitting event. The sheet will clearly delineate the mandatory uniform components from those that are optional, including those components that are not mandatory until November 1 (such as the letterman sweater).

Instructions for Online Ordering

We have undergone a nationwide search for the perfect colors and styles for our Champions. Vicki Marsha Uniforms of Huntington Beach, California will provide our Oxford Champions with the perfect uniform solution . While our OPA families are welcome to visit their store in HB, our goal is to make uniform shopping as convenient and stress-free as possible. We are hosting several on-site preview, sizing, and order events for your shopping convenience.

Uniform Fitting and Purchase Dates and Locations

The July 8 Uniform Fitting Events and Custom Vans Shoe Sizing and Pre-Orders will be held from 2:00 PM to 4:30 PM, PRIOR to the Informational portion of the Parent Pep Rally. The Parent Pep Rally is informational and parent focused and we highly encourage family attendance!

How many uniforms does my child need?
OPA will have a required uniform and it will be presented during the Uniform Events. K-4 students, for example, will have different clothing options than junior high students. Your budget and your laundry schedule will determine how many pieces outside of the required basic uniform you purchase. We suggest that you order at least 2-3 tops and bottoms as well as 1-2 pieces of outerwear for your child to wear on cooler days.

Has my child been accepted?

As a matter of privacy, OPA has made the decision not to publish lottery results online, but rather notify families of their placement via a postcard sent through US mail. Though we have been inundated with inquiries regarding student placements as determined by Saturday’s lottery, we continue to make every effort to keep everyone informed in a timely manner. Postcards are being mailed during the two weeks following the lottery informing families of where their child(ren)was placed as a result of the lottery. We are also working towards a location decision by the second week of May. In an effort to give families ample time to make a decision we ask that you respond to this postcard by May 10th, 2010. Thank you for your understanding and patience in this matter.
**NEW** In an effort to expedite placement and wait list notification, the OPA Team will be at Royalty Cakes Friday evening April 30 from 5PM to 7PM with this information. Come see us!

How soon will I know if my child’s place on the waiting list has changed?

If your child has initially been placed on the waiting list, we anticipate having a better idea of where they stand by the end of May. Once all of the placement postcards have been returned, our volunteers will update all of our records accordingly. We will notify all families by mail or by phone if they have moved up on the waiting list or if their child has been placed at Oxford Prep.

What are the chances of adding more classes?

OPA officials are working diligently around the clock to negotiate an increase of our current enrollment numbers. As negotiations go, this may take some time, so we appreciate your patience.

Why has class size increased from the original estimates?

Although Oxford Prep is a charter school and some funding comes from grants, we are not immune to the current economic situation. Because of recent budget cuts to education, we have had to increase class sizes at most every grade level. Because charter schools are less bureaucratic, program flexibility and teacher training allows us to hire the best teachers and ensure they are adequately prepared to provide our students with the highest quality program available.

Why were out-of-district students placed in their own lottery?

Although charter schools are open to all residents of California, priority must be given to in-district students. We anticipated that Oxford Prep would be successful, however we had no idea that nearly1700 students would enroll during the four (4) week Open Enrollment period. That is more than triple the highest initial enrollment experienced by some of the other larger charter schools in California. According to charter school law, CVUSD students had to be given priority over non-CVUSD students.

I just heard about OPA. How can I enroll my child?

To enroll, you must first attend a Pre-Enrollment meeting. Once you have attended a meeting you may bring your enrollment paperwork to an enrollment session. Upcoming Pre-Enrollment meetings are scheduled for May 17th and June 7th from 6 to 7:30 pm and July 6th from 7:30 to 9 pm at The Founders Center in Chino Hills. Upcoming enrollment sessions are scheduled for May 21st, June 11th, and July 9th from 5 to 9 pm at Royalty Cakes in Chino. Please be advised, however, that enrolling at this point in time places you on the waiting list below others who have already enrolled during our 30-day open enrollment period, regardless of in or out-of-district residency.

Oxford Prep's Random Public Lottery will be conducted
Saturday April 17, 2010 at CrossPoint Church beginning at 9:00AM

CrossPoint Church is located at 6950 Edison Avenue in the city of Chino.

Following the open enrollment period each year, applications will be counted to determine whether any grade level has received more applications than availability. In the event that this happens, the school will hold a random public lottery to determine enrollment for the impacted grade levels, with the exception of existing students who are guaranteed enrollment in the following school year. Siblings of students drawn from the random public lottery will also be placed depending upon space available at the given grade level during the lottery process. For example, if a student‘s name is chosen during the lottery and the student has siblings, those siblings will be placed, provided space is available at the given grade level, before another name is drawn. The remaining names will be placed on a waiting list based on the order drawn from the random public lottery (at each grade level). The waiting list will expire at the end of each school year.

Random Public Lottery

The following rules and procedures will be communicated to all interested parties at least ten (10) days prior to holding the lottery.
The lottery procedures will be as follows:
The lottery will take place within thirty (30) calendar days of closing the open enrollment period as defined above;
The lottery will take place on the school‘s campus or in a facility large enough to allow all interested parties who wish to attend to do so;
All interested parties will know, prior to the holding of the lottery, how many proposed openings are available in the school and in the different grades served by the school; Oxford Prep is a kindergarten through eighth grade charter school. Total openings available per grade level are to be determined, pending facility decision.
The lottery will take place on a given published date;
OPA will comply with all applicable state and federal laws and with the Chartering Authority‘s policy as it relates to the oversight of charter schools;
The lottery shall draw names from a general pool of ballots;
A representative of the Academy shall draw the ballots;
Siblings of students drawn from the random public lottery will be placed depending upon space available at the given grade level during the lottery process; and
The drawing shall continue until all names are drawn.
Those individuals whose names are drawn after all spaces have been filled will be placed on the waiting list in the order drawn, except if the preferences described above require otherwise

During the December 10 Board meeting The CVUSD Board of Education voted on a 30-day extension and three requirements. The Board requires that OPA:

Submit 350 verifiable Intent to Enroll Forms by 1/4/10
Submit a Memorandum of Understanding (MOU) regarding Special Education Services, and
Submit a MOU regarding Leaves of Absence for Educators resigning their positions to go teach at the charter

The MOUs are legal documents to be drafted by the attorneys. The Intent to Enroll Forms come from the public. From YOU. And come from you they did. On December 18, we handed 544 over to the District. Today, we are just a handful shy of 600! WOW!

This enthusiasm, proactive approach, and loud and clear message that this Charter School is wanted by this community is shown by this effort! Keep them coming!

OPA supporters have been walking communities, speaking to families and friends, organizing meetings, and really working together to get this done. YOU are making this happen! Thank you.

Charter School Petition Returns to District Board -- Chino Champion Saturday November 14, 2009

A non-profit group that wants to open a charter school in Chino hills is petitioning to open a similar school in Mission Viejo.

Oxford Preparatory Academy is seeking to establish college themed charter kindergarten through eighth-grade schools at the former Los Serranos Elementary School site in Chino Hills and at the former O'Neil Elementary School site in Mission Viejo.

The Chino Valley school would be a public, charging no tuition and staffed by credentialed teachers. It would receive its funding from the state, as do other public schools. Charter schools traditionally have their ownschool board, allowing parents to have greater control over what happens at the school.

Both Los Serranos and O'Neil were considered low enrollment schools by their districts and were closed in June to help cut costs.

Los Serranos on Pipeline Avenue, between Valle Vista and Bayberry Drives, remains empty. It is a Chino Valley Unified School District owned facility.

O'Neil houses the adult school program for Saddleback Valley Unified School District. Both school districts held public hearings this month on the respective charters.

The Chino Valley school board is expected to vote on the charter when it meets at 7 p.m. Thursday December 10. A site for that meeting has not yet been determined.

The Saddleback school board is expected to vote on the charter when it meets at 6:15 p.m. Tuesday December 8.

Oxford is making its second attempt for a Chino Valley spot after it petitioned unsuccessfully this spring to open a charter school this fall. At the time, the school board said it has several questions about the charter that had not been addressed.

Proponents of the charter were out in force at the Nov. 15 Chino Valley school board meeting during a public hearing on the proposal.

Rhodes Elementary School Principal Sue Roche, one of the co-founders of Oxford, said the school would use the theory of Multiple Intelligences to teach children. Under that theory, students are taught in one or more of eight ways through which they seem to learn best, including musically or visually. Multiple Intelligences is used at Rhodes, which for the last two years has had the highest scores in the district in the on statewide tests and is the top scoring elementary school in San Bernaradino county.

Ms. Roche said the charter will have a culture of "teacher quality, parent involvement and the belief that all students are gifted."

"Training and staff development will be the foundation of our success," she said.

Oxford co-founder Jason Watts, Assistant Principal at Chaparral Elementary in Chino Hills and a former Assistant Principal at Rhodes said the charter's petitioners include educators with a proven success rate.

Karl Yoder from Delta Managed Solutions told the school board that his firm has been retained by Oxford to provide budgetary and other office-type services. He assured the board that the charter would have control over its funds and its budget process would be transparent.

Last spring, Mr. Yoder told the Chino Valley school board that the potential fiscal impact of a charter school on a school district is not a legal basis for denying a charter.

If Chino Valley public school parents opt to send their children to the charter, it could potentially reduce state revenue going to the Chino Valley Unified School District.

"I can tell you this is one of the strongest charter petitions I've ever seen, " attorney Jerry Simmons of Middleton, Young & Minney LLP, told the board. His firm is helping Oxford with technical and legal assistance. He maintains that Oxford has met all legal criteria required to be granted a charter.

"The administrators are some of the best and brightest in the state," Mr. Simmons said.

We are pleased to announce a petition for the 2010-2011 school year has been submitted to the CVUSD Board on Friday September 18, 2009. We anticipate a public hearing October 15 at the Board meeting. We will announce a public meeting very soon for early October. OPA looks forward to working with the CVUSD Board, staff, and public to inform and make the first k-8 charter school in the Chino Valley a reality.

The Founding Group of Oxford Preparatory Academy wishes to thank the public for their overwhelming support, both Thursday night and as we move forward with bring the BEST learning environment in the state to Chino Valley for our kids!

Thursday night, the CVUSD Board denied Oxford Prep's charter petition 3:1 with Trustee James Na showing vision and voice as he stood up to the status quo. While we are disappointed that the other board members and the CVUSD cabinet simply lacked the understanding and knowledge of ed code requirements as related to charter schools, we also understand that Oxford Prep is the first of our kind in the Chino Valley and therefore we have the burden of having an approval process that is unlikely to be put before any other applicant. The county and state have familiarity with charter petitions. They understand the nuances of the contents, what ed code requires, what must be in place prior to enrollment, and what are realistic expectations prior to approval. It is obvious, particularly after Thursday, that the CVUSD board does not have this same level of knowledge (which can be understandable to a point). Mrs. Orozco made it quite clear from her comments that she has not taken the time to read and understand the petition despite our repeated efforts to reach out and spend time to facilitate her understanding. Her comments about the notes she took and the concerns she has make it evident that she has little knowledge of charter applications, ed code requirements, or what an independent charter application must present. It was discouraging to hear Mr. Youngblood exclaim that OPA teachers, who need jobs like anyone else in this economy, were "holding this district hostage" before slapping his microphone away . Oxford Prep's hesitation to agree to the 30 Day extension was based on that timeline exceeding the June 30th Intent to Return Form.

A community meeting will be held next Tuesday June 23 at 6:30 PM at the Premiere Academy/Chino Hills Chinese School at 5847 Pine Avenue Chino Hills to announce our strategy as move toward the next level.

An information meeting on the proposed Oxford Preparatory Academy charter school will be held from 4 to 5:30 p.m. Sunday June 14, at the Premiere Academy/Chino Hills Chinese School, 5847, Chino Hills.

Two 30-minute sessions will be presented on the proposed school's program, a parent learning agreement and possible locations for the school. Lead petitioners will answer questions from 5 to 5:30 p.m.

A previous information session was held Tuesday at the same location and attended by approximately 100 people, according to founding charter member Carrie Birchler. She said parents from the Ontario-Montclair School District were among those attending that meeting, as were parents from private schools.

"We got some really positive feedback," Ms. Birchler said.

The school board is expected to vote on the charter school petition when it meets at 7 p.m. Thursday June 18, at the district office, 5130 Riverside Drive, Chino.

Ms. Birchler said that if the school board denies the charter, the founding charter members will petition the county schools office for the school on June 19.

The proposed kindergarten through eighth grade charter school is designed to prepare students for university level academics, will offer elective-type courses and will be community service-oriented, according to its petitioners.

California charter schools must have credentialed teachers and cannot charge tuition because they receive state and local funding that is based on student enrollment, just as public schools do. The schools are generally exempt from most laws that apply to public schools, so administrators, faculty and parents have considerable freedom in designing their educational programs, according to the Charter Schools Development Center.

Approve A Charter

Charter schools may be the answer to California's educational woes. In the Chino Valley Unified School District, a group of parents and teachers are going out on a limb to make a necessary change to current educational options for parents and families of the community by starting a charter school. Oxford Preparatory Academy, the name chosen by the founding members of the charter, looks to be a beacon of student success in the Chino Valley.

From their unique collegiate theme, where every classroom is a university, to the belief that all students are gifted, this school has the roots of student success firmly planted and ready to bloom.

As a parent interested in this charter endeavor, I am hopeful that the school board and governing body of CVUSD will cultivate student success by allowing this educational option for families of the community. It is the board's duty to make decisions that are right for children.

That is why the community voted for the board members in the first place. I would hope that is why they chose to represent our community.

This call for change embodies far more than a parent's option for their child's education. It is an opportunity to change the treacherous course CVUSD has been on for the public's observation and scrutiny. There is a saying about a train wreck ... you don't want to look, but it is difficult to pull your eyes away.

All eyes are on you. Make the most of it, accept change, and enable our community to see that CVUSD is truly innovative, willing to permit Oxford Preparatory Academy to serve as an educational "option" to the children of our community.

Duncan: Anti-Charter States Will Lose Stimulus Dollars
According to the Associated Press, Education Secretary Duncan said yesterday states that do not embrace charter schools will hurt their chances to compete for millions of federal stimulus dollars. Responding to a question about Tennessee, whose Democratic lawmakers have blocked an effort to make more kids eligible to attend charters, Duncan said: "There are a number of states that are leading this effort, and we want to invest a huge amount of money into them, a minimum of $100 million, probably north of that. And the states that don't have the stomach or the political will, unfortunately, they're going to lose out." Tennessee has one of the most restrictive charter school laws in the country, with the number of charters capped at 50, and only failing students or students at failing schools eligible to attend. Gotham Schools reported that last week Duncan told Congress that he will give preference to states without caps on the number of charter schools. This could put the next round of stimulus funding out of reach for New York, which caps charters at 200 schools statewide.

Proposed school would avoid bureaucratic pitfalls, they say

Support for Chino Valley's first charter school was voiced by proponents Monday when they spoke to the school board in support of a 300-page petition, which is scheduled by the board for action June 18.

The board did not discuss the petition Monday.

Rhodes Elementary School teacher Toni Santoro implored the board to let her group "go out on limb and put students first."

More than a dozen speakers supported the Oxford Preparatory Academy.

The petition was submitted April 30 by parents and teachers primarily Rhodes Elementary. Their school is designed to be a public charter, charging no tuition and staffed by credentialed teachers. It would receive its funding from the state, as do other public schools.

Charter schools are generally exempt from most laws that apply to regular public schools, so administrators, faculty and parents have considerable freedom in designing their educational programs.

"This district has become so big it's like a business, " Ms, Santoro said. "This charter will never, ever be run like a business."

Another speaker, Rebecca Watson, said Oxford will offer a racial balance similar to that in the district now. She said the charter will open its doors to all comers, including home schooled, private school students, and the students from Gird, El Rancho, and Los Serranos elementary schools, which are currently slated for closure.

Rhodes teacher Nancy Taylor, one of the lead petitioners, said Oxford would allow teachers and administrators to choose the best day for teacher preparation. The Chino Valley district recently decided to designate teacher work days, usually held as minimum at elementary schools, to correspond with the minimum days of the high schools they feed into.

Ms. Taylor state that the charter school will be freed from the bureaucracy of having to purchase items from approved vendors, as the Chino Valley district requires.

Renay Prescott, president of a Rhodes parent group, said this is her fifth yearin that group and she still doesn't understand how the district wants it to operate. She said the group was told this year that a traditional jog-a-thon could no longer be held. Later, she learned that jog-a-thons were again OK.

"We're quick to be denied and slow to be approved (by the district)," she said.

She said the charter would allow the use of the most inexpensive vendors, as well as make it easier for parents to donate more items to the school.

Denise Hobbensiefken, president of Magnolia Junior High's Parent Faculty Association, said she was shocked by the "significant difference" of academic rigor between elementary schools and junior high in Chino. She said that many "hardworking teachers in the district are handcuffed by bureaucracy."

She and her family believe so strongly in Oxford that are willing to give up their summer vacation to help the charter school get prepared for classes this fall, she said.

Rhodes teacher Amy Valenzuela, a founding member of the charter, said Oxford will operate on the principle that "all students are not only unique, but gifted." She said enrichment classes, such as music, choir, band and foreign language will be offered.

Rhodes teacher Marci Herrera said Oxford will be community service oriented and may have an academic partnership with Grand Canyon University.

Karl Yoder, Chief Financial Officer for Delta Managed Solutions LLC, which provides assistance to California charter schools, said he believes Oxford's charter cannot be denied by the district because it has met all of the requirements for acceptance.

Mr. Yoder said the potential fiscal impact of a charter school on a school district is not a legal basis for denying a charter. He said Oxford would like to lesson the impact on the Chino Valley district by possibly renting a facility or contracting services from the district.

CHINO - Supporters for the creation of a new charter school have made their case to school district officials.

The supporters - including 50 Edwin Rhodes Elementary School parents and teachers - recently submitted a petition to the Chino Valley Unified School District to request the authorization.

The school district is expected to provide a response by June 18.

If the school board decides to reject the request, the supporters will file an appeal to San Bernardino County.

Supporters have said they would like to establish a charter school, which would be called the Oxford Preparatory Academy, because of:

- The school district's shrinking budget,

- The need for more school community autonomy over program decision-making,

- The desire to keep effective, but recently laid off, teachers, and

- Continuing familiar programs beyond the sixth grade.

"Charter education can be an extremely efficient tool for local management of resources and improving the rigor and performance of academic programs," said Carrie Birchler, who is coordinating efforts to open the charter school and is a parent of a Rhodes Elementary student.

"Our charter petition is truly a grassroots-community effort, supported by an emerging trend in both high-level political and corporate support as America's public education system clearly needs a departure from broken systems and should embrace new systems. We owe our children

a better way."

Charter schools are elementary or secondary schools that receive public funds, but don't have to follow all the rules, regulations and statutes that apply to other public schools. The charter school would be expected to achieve certain results laid out in its charter.

Organizers said they hope to create a K-8 charter school and anticipate open enrollment for about 500 students.

Locations, including along Fairfield Ranch Road, are being scouted in the Chino Valley area for the charter school, Birchler said.

If district students attend the charter school, it could lead to the loss of daily attendance funds for Chino Valley Unified.

The issue is of concern, "especially in these economic times, Board of Education member Michael Calta said.

"You do lose (daily attendance) money, but you also lose expenses associated with it. At the end of the day, I still don't know what the net loss would be."

The school board won't know the net loss until staff members conduct an analysis.

Board president Sylvia Orozco said the loss of state attendance money is a concern, but "at the same token, it's not something we're going to focus on and make it the rush now, as to why to deny something like that."

Rhodes Elementary, located at 6655 Schaefer Ave. in Chino, has the top Academic Performance Index scores in the district as well as the county.

District officials have expressed concern over the loss of top-scoring students, which could impact test scores and school accountability standings.

Some school board members have voiced concern that policy would lead to the recruitment of high-achieving students from district schools and that a public lottery would be better.

"What ends up happening, is that when you recruit, you go out and find the highest performing students and help get applications set up ahead of time, and the bell rings, you already have an enrollment of 500 students, instead of taking applications randomly, and choosing specific students to be first in line," Calta said.

"A public lottery would be the fair approach to enrollment. Everybody would have a fair chance."

If established as a charter school, Oxford Preparatory Academy will have a first-come, first-serve enrollment policy.

academic institutions. overall educational program of Oxford Preparatory Academy;
• As a requirement of enrollment, parents, students, and staff will enter into the Learning
Partnership Agreement (see Appendix C) at the beginning of each school year.

4. Implementing the Theory of Multiple Intelligences as part of instruction to:
• Address the learning styles and modalities of all students;
• Teach the content of the State Standards through all eight intelligences, allowing students to
learn, comprehend, and retain information; and
• Empower students to create, classify, imagine, infer, select, and appraise and/or evaluate in
learning situations.

5. Offering on-going teacher and parent training to:
• Discuss information on current research, planning guides, sample lessons, and curricular
objectives as part of ongoing staff development;
• Provide the parental community with the information needed to support and understand the
benefits of utilizing the Theory of Multiple Intelligences as part of the instructional process; and
• Use of Professional Learning Communities (PLCs) to plan, assess materials and techniques,
and develop new strategies for engaging students in the curriculum.

6. Maintaining consistent communication between home, school, and community:
• Provide many opportunities for parents to become involved with, and informed of, student
progress; and
• Keep parents current through the use of technology (including web sites and e-mail) and daily
student agendas.

7. Engaging in community service-based (Service Learning) activities embedded throughout grade
level standards instruction:
• Provide multiple opportunities for students to participate in community service-based projects;
• Foster students’ civic responsibility and understand their role in the global community; and
• Connect curricular concepts with service-centered activities.

Founding Group

Oxford Preparatory Academy will be founded as a center for higher learning in the Chino Valley where students from kindergarten to eighth grade are prepared to pursue university level academic studies. Our students will gain skills to be successful in the global community of the 21st century. Students will not just meet, but will exceed grade level expectations and become critical thinkers, as they are engaged with dynamic teaching that will make them self-motivated, competent, and lifelong learners. Staff collaboration, continual reassessment of practices based upon on-going performance measures, and recognition of the special learning needs of every child, make Oxford Preparatory Academy a place where achievement is the norm, challenges are viewed as temporary obstacles, and success will be applauded.

Our Founding Group recognized that we share a common vision for our students to engage in a wide variety of academic experiences based on the Theory of Multiple Intelligences in a collegiate atmosphere, where diversity is valued and scholarship is expected. The freedom, independence, and efficiency of our charter school will allow for maximum use of our resources for student achievement.

Below are the profiles of the individuals who comprise our Founding Group. Each person brings valuable input to various aspects of the charter. Our school community reflects a diversity of individuals who contribute a broad base of professional, volunteer, community involvement, talents, and backgrounds. These individuals have been active in the community and school system, and are familiar with the various details of operating a school.

Board of Directors:

Richard Hall, Ed.S. (R) (President) is employed by the San Bernardino County Superintendent of Schools as Director of Service Learning. He has held numerous offices within this department and has been given a multitude of awards including the CREEC Award of Excellence. Jack O’ Connell awarded him a Certificate of Recognition in 2005, and he was nominated for the Golden Bell Award in 1989. Mr. Hall has a Bachelor of Arts from Whittier College, a Masters of Education from Azusa Pacific University, and an Education Specialist degree from Loma Linda University. He has a Standard Secondary Credential with authorizations in biology, mathematics, physical education, psychology, and recreation. Additionally, he holds a California Administrative Credential, Tiers I and II. He has won “Teacher of the Year” for the Redlands Unified School District and the San Bernardino Unified School District, and was the “California State Teacher of the Year”, as well. His lists of publications include topics on such subjects as, mathematics, science, environmental education, service learning, and literacy. He is an adjunct professor for California State University, San Bernardino, and the University of California, Riverside. He is an Educational Consultant and has developed many professional development programs including; Thinking Maps, Grant Writing, Technology, and Professional Learning Groups. Mr. Hall is also responsible for SATTOS (Science and Technology To Our Students) and has raised over $200,000, along with ongoing capital of approximately $50,000 a year, to build a 40 foot motor home that delivers science and technology to all of the elementary schools in the Redlands Unified School District. He organized English Language Learner Science Strategies and wrote a grant that provided $10,000 for curriculum development.

Mary Chladni (R) (Secretary) has been the recipient of many well deserved awards: “Teacher of the Year” for San Bernardino County and Chino Valley Unified School District (CVUSD); Outstanding College Woman of the Year, Country Springs Elementary “Hall of Fame” Service Award, Edwin Rhodes “Honorary Doctorate,” and Business and Professional Women’s Career Woman Award. Mary Chladni began her teaching career in 1969 in the Ontario/Montclair School District. In 1979 Ms. Chladni came to work for the Chino Valley Unified School District at Anna Borba Fundamental Elementary School. She next assisted in opening Rolling Ridge Elementary, Country Springs Elementary, and Edwin Rhodes Elementary, all top performing elementary schools. She became a BTSA (Beginning Teacher Support and Assessment) Support Provider, a CVUSD Trainer in Towards Equity Trainer of Trainers, Peer Assistance and Review (PAR), Teacher Expectation and Student Achievement (TESA) and a Teacher Expectation and Student Achievement Trainer. Ms. Chladni received her Bachelor of Science in Education from Northern Arizona University and a Masters of Arts in Education from Arizona State University. Ms. Chaldni is trained in and certified as a Multiple Intelligences Specialist, and has conducted numerous workshops and staff developments in this area. Moreover, she has received her Preliminary Administrative Services Credential from California State University, San Bernardino. She has also donated her time to Cub Scouts and the Special Olympics.

Janet Yang (R) (Treasurer) is the Founder and Director of Chino Hills Chinese School, as well as the Founder and Principal of Premier Academy of Chino Hills, where her upper level math and science programs are highly regarded. She has taught the Chinese language, culture, and history, as well as AP Chinese, to hundreds of students, ages five (5) to adult at the Chinese School. Additionally, Ms. Yang has been responsible for educating several youth in our community in AP physics, Statistics, Biology, and AP Chemistry, just to name a few of the various science classes she has taught. Many of her students have been accepted to UCLA, Duke, and Berkeley. Ms. Yang received her Bachelor of Arts in Biomedical Engineering at Shanghai Jiaotong University in China, where she was also the editor of the campus magazine. She is presently a Doctoral Candidate in Biochemistry at Loma Linda University. Ms. Yang has worked for several years as a Research Assistant in Biomedical Engineering at the University of Southern California, where she was instrumental in analyzing data for the USC Medical School. She has taught a computer language—Pascal, and has received the School Leadership Award, at Shanghai Jiaotong University, China. She has also participated as a coach for the American Mathematics Contest.

Robert Apodaca (R) is Co-Director of Education for the Board of Directors for the Chino Community Theatre. Mr. Apodaca coordinates educational classes for the community at a reasonable cost, so anyone could benefit from being part of this wonderful experience. He is a graduate of DeVry Institute of Technology with a Bachelor of Science Degree in Business Operations Management. He currently works with the Packaging Corporation of America as Design Department Co-Manager. Past employment that has furthered developed his current skills while acquiring new talents. These have included: Quality Control Internal Auditor; Senor Designer; and Sales Manager. During the past ten years, Mr. Apodaca has had extensive training in design and management, as well as PCA Integrity Courses.

Bob Kuhnert (R) spent nearly thirty years as a highly regarded Deputy District Attorney in the County District Attorney’s Office in Los Angeles, California. He was a supervisor in major litigation and was responsible for overseeing 250 attorneys and their supervisors. During this time, he was Director of Special Operations involving supervision of major units such as: Domestic Violence, Major Crimes, Special Investigations, Sex Crimes, Major Narcotics, Consumer and Environmental Protection and Welfare Fraud. Mr. Kuhnert received a prestigious award from the L.A. County Marshall Service, as well as being awarded for recognition of gang activity prosecution from the City of Norwalk. Earlier in his career, he was a Case Brief Writer and Editor, reviewing all Appellate and California Supreme Court criminal case decisions and the author of briefs on the rulings. He was also an extremely successful Attorney in the Anti-Trust Division, investigating and prosecuting Sherman Anti Trust Act violations. He considers education a top priority and graduated Magna Cum Laude from the University of San Diego School with a Juris Doctor Degree. Mr. Kuhnert received a B.S. in History and Political Science at San Diego State University, also graduating Magna Cum Laude. He is a member of the California State Bar Association and Municipal Advisory Council, reporting to the County Board of Supervisors. He was responsible for incorporating the city of Diamond Bar and to show his support for education, he became a Walnut Valley Unified School District Board member, where he served for four years.

Dana Reupert (R) is the current President for the California Association for the Gifted (CAG), a part-time lecturer at the University of California, Riverside Graduate School of Education, and a University of California, Riverside Extension Instructor for the GATE Certificate program. She has been a frequent presenter at CAG conferences, National Association for Gifted Children meetings, and the World Council for Gifted and Talented Children Conferences. She has been active in the educational community as an instructor, curriculum assistant, principal, and consultant in the Riverside area. She has received many awards during her career, including “Principal of the Year” in 2000-2001 for the Riverside Unified School District. Ms. Reupert received her Bachelor of Science in Education from Winona State University, Winona, Minnesota. She did graduate work at University of California, Riverside, Loma Linda University, California State College, Los Angeles, and the University of California at Los Angeles. Next she completed a Masters of Arts in Administration at California State University, San Bernardino. Ms. Reupert has a Life General Elementary Credential, a Certificate in Education for the Gifted and Talented (GATE), and an Administrative Services Credential. She is an active member in the Riverside Chambers of Commerce Business/Education Committee, Association of California School Administrators (ACSA), and Association for Supervision and Curriculum Development (ASCD).

Sue Teele, Ph.D., (R) is the Director of Education Extension and the Associate Dean at the University of California, Riverside, where she is the administrator and Director for over 900 courses, in-services, credential and certificate programs provided annually to over 12,000 educators. The Education Extension offers four unique certificates not offered anywhere else: The Study of Multiple Intelligences, Educational Facilities Planning, Advanced Placement for Educators, and Response to Intervention. Her responsibilities include supervising eighteen state approved credential programs, twenty-five certificate programs, three to four conferences a year, and over 200 staff development in-services at school sites. Moreover, she oversees the Renaissance Project, an educational research and training program that examines the relationship of the Theory of Multiple Intelligences to student learning. Ms. Teele also administers grant-funded programs in science, reading, and English Language Learners, professional courses for teachers and academic enrichment programs for youth. She is a famous published author, especially among educators, writing many researched-based books: Honor Each Child’s Diversity; The Multiple Intelligences School—A Place for All Students to Succeed; Rainbows of Intelligences, Exploring How Students Learn; and Into, Through, and Beyond the 1990’s: Combining the Multiple Intelligences with Assessment, just to name a few. Dr. Teele received her B.A. in English Literature from the University of Redlands, her M.S. in Humanities and Education from Southern Oregon University, and her Ph.D. from the University of California, Riverside.

Ex-Officio Officers:

Katharine Havert (R) works for the San Bernardino County Superintendent of Schools as the Service Learning Specialist and the California Regional Environmental Education Coordinator. Ms. Havert has a Bachelor of Arts in Secondary Education, General Science Emphasis, from the University of Montana, Missoula, and a Masters of Arts in Secondary Education, Environmental Education Option, from California State University, San Bernardino. With a background in science, she has developed curriculum for regional environmental agencies and organizations. Ms. Havert provides educator training in Service Learning, Project Learning Tree, Project WILD, and Flying Wild. She coordinates Youth Leadership and Service Learning Conferences. Ms. Havert has coordinated several school-based recycling centers in several areas in and around the San Bernardino County area. She has volunteered to work with our staff in the areas of Service Learning and Science on an ongoing basis.

Marita Isidore (R) owns the Tropical Smoothie on Butterfield Ranch Road located in Chino Hills. Ms. Isidore has an extensive background and experience with vendor and proprietary software documentation, training, curriculum development, and quality assurance. In addition, she has her experience creating and delivering curriculum for software release and will a great asset to Oxford Preparatory Academy. This, combined with her expertise in management and technical writing, she will also be able to offer sound advice in regards to business management. Ms. Isidore holds a Masters of Business Administration and a Bachelor of Arts in English from Loyola Marymount University. She also attended law school at Southwestern University School of Law. Ms. Isidore is an active participant in the community for elementary school age children and gives presentations about healthy eating. She also gives presentations about building businesses from the ground up to high school students.

Lead Petitioners:

Marianne Ballantyne currently teaches 1st grade at Rhodes Elementary School and has been a teacher in Chino Valley Unified School District since 1990. Ms. Ballantyne also helped open Country Springs and Rolling Ridge Elementary Schools, all three top performing schools in the District. She has been a trainer of teachers, developing in-services for district teachers on phonemic awareness, and decoding and blending. She has served as Grade Level Chairperson and is currently serving as President of School Site Council. She has also served on various district committees, including the development of a writing rubric and the adoption of a new Language Arts Program. Ms. Ballantyne holds a Bachelors degree in Liberal Arts from California State Polytechnic University, Pomona with a Multiple Subject Teaching Credential. She has also successfully completed the Theory of Multiple Intelligence classes at the University of California, Riverside, and holds an SB1969 certificate.

Albert Chang, Esquire, (Lead Petitioner) (R) is a parent to a Rhodes Scholar and the Managing Partner and co-founder of Chang & Cote, LLP. Mr. Chang earned his Electrical Engineering Degree from the University of Illinois at Champaign-Urbana, and began his early career as an engineer and manager for a nuclear power plant, the Space Shuttle, and MX Peacekeeping Projects. Upon moving to Southern California, Mr. Chang earned his Law Degree from Loyola Law School, graduating with honors. Mr. Chang founded the offices of Albert J.C. Chang in 1993 in California, and thereafter in Nevada, serving the needs of Asian companies in the manufacturing, aeronautical, banking, oil producing, and investment fields. Eventually, Mr. Chang opened additional offices in the Caribbean and became the first U.S. law firm in the city of Tianjin, the fastest growing major city in China. Mr. Chang served on the Rhodes Elementary School Site Council, volunteered for the Junior Moot Court Project, and currently serves on the Measure R Citizens’ Oversight Committee for Mount San Antonio College.

Marci Herrera (Lead Petitioner) (R) currently teaches 5th grade GATE at Rhodes Elementary School. Ms. Herrera has taught all grades K-6 in both public schools (Chino Valley and Long Beach School Districts) and private schools (Page Private School, Beverly Hills). She received the “Outstanding Teacher Award” in 1992 and “Teacher of the Year” in 2004. Ms. Herrera wrote the Cal-Serve Service Learning Award and Picture America Award, which were awarded in 2009. She is currently Administrative Designee for Curriculum Development for a Performing Arts Grant, Professional Development Coordinator for Writing Programs and Curriculum in Grades K-6, and Community Service Learning Coordinator. Ms. Herrera is also the Curriculum Director and Administrator for the Chino Community Theatre Summer School Program. Ms. Herrera earned a Bachelor of Arts Degree in Theatre Arts, with an emphasis in Acting and Directing, from California State University, Los Angeles, and her Multiple Subject Teaching Credential from Chapman University. Ms. Herrera earned her Masters in Educational Administration with an Administrative Credential from Grand Canyon University. She has also received numerous sales achievement awards as a sales representative in the pharmaceutical and telecommunications industries.

Tim Shackelford (Lead Petitioner) (R) is currently serving as the Battalion Chief of the Chino Valley Independent Fire District in charge of Emergency Medical Services and the Training/Safety Division. With over eighteen (18) years of experience, Mr. Shackelford has had extensive training in advanced life support and has been responsible for training of EMT-1 and Paramedic personnel. His current responsibilities include the development and implementation of Standard Operating Procedures, budget development and management, and as a representative of the Fire District at Multi-Jurisdictional meetings and professional organizations. Chief Shackelford graduated in 1993 from Mt. San Antonio College with an Associate of Science degree in Fire Technology. In 2007, he graduated Magna Cum Laude from Columbia Southern University and is currently enrolled in the Master of Science Degree program in Occupational Safety and Health. He has been an advisor and program coordinator for the Explorer program, the treasurer of the Chino Valley Professional Firefighters, and the coordinator of the Spark of Love Toy Drive. He is a youth sports coach and serves on the Edwin Rhodes School Site Council, as well as, volunteering at his church.

John Shipes (Lead Petitioner) (R) has taught 6th grade at Edwin Rhodes Elementary School since 2004, when he earned his Multiple Subject Teaching Credential after a major career change. In 1991, he earned a Bachelor of Arts degree in business from National University in San Diego, graduating Summa Cum Laude. In 1997, he received a Master of Business degree, with an emphasis in financial management, graduating with distinction. He worked as a mechanical engineer before deciding to pursue his teaching career. He has been a leader at Edwin Rhodes Elementary serving on the School Site Council and the Leadership Team, as well as, volunteering to be the head coach of the award winning track and field team. Mr. Shipes is also a member of the Board of Directors for National Junior Basketball and volunteers as a basketball coach for the City of Chino.

Nancy Taylor currently teaches 5th grade GATE at Edwin Rhodes Elementary School and has taught for over 24 years in the Chino Valley Unified School District at Anna Borba Fundamental, Country Springs, and Edwin Rhodes Elementary. Ms. Taylor has been a Site Mentor for three (3) years and a Beginning Teacher Support and Assessment (BTSA) Support Provider for seven (7) years. She has successfully worked with both GATE and RSP students including the 5th grade District GATE Magnet teacher for the last six years. Ms. Taylor was also a writer for the California Distinguished School Application and was a Grade Level Chairperson for several years. Ms. Taylor earned a Bachelor of Science degree in Theatre Arts, with a minor in English, from Eastern New Mexico University, graduating Magna Cum Laude, and earned a Masters degree in Drama from California State University at Los Angeles. She also has a Multiple Subject Teaching Credential, a SB1969 authorization, and a Certificate in Education for the Gifted and Talented.

A Petition to open the first Charter school in the Chino Valley has been submitted to the Chino Valley Unified School District board. Upon approval, Oxford Preparatory Academy's vision is to create a center for higher learning in the Chino Valley where students from kindergarten to eighth grade are prepared to pursue university level academic studies, as well as to gain skills to be successful in the global community of the 21st century.

The CVUSD Board of Trustees voted 5-0 to approve the OPA Charter Petition at the January 21 Board meeting!

OPA wishes to thank the parent community for your support in bringing this to the Board. Your message was expressed clearly--parents want a choice in public education. OPA wishes to thank the CVUSD Board and Staff for their diligence and collaboration.
